Bought Controller module today on my iPhone. On my iPad, “Restore Purchases” does nothing. When I repurchase Controller, I get the expected “You’ve already purchased this. Download again?” dialogue. When I press Ok, it says “You cannot redownload this”.

Fixed in update posted in the last hour: 4.51
Restore Purchases functions again. 
This is still an issue for me.
In Australia version 4.50 is still the latest version available. There is no restore purchases option, and attempting to purchase again does not work.
